The State System Technology Consortium (SyTEC)
The State System Technology Consortium (SyTEC) is a consortium of the Pennsylvania State System of Higher
Education created by action of the Board of Governors at a public meeting held March 22, 2001, as per
its authority to create consortia under Act 188 of 1982, 24 P.S. ยงยง20-2001A, et seq. and operates at the
direction of the Board of Governors and the Chancellor of the Pennsylvania State System of Higher Education.
Vision and Mission
Leveraging the economies of scale that are inherent within the Pennsylvania State System of Higher Education
through constructive collaboration, the State System Technology Consortium (SyTEC) is responsible for
the cost-effective application of emerging technologies to facilitate the achievement of the strategic
and operational goals of the Board of Governors, the Chancellor and the 14 Universities.
With few modifications, the System-wide Information Technology Consortium has pursued the Board of Governors'
original expectations of:
- Pursuing the reorganization of information technology within the State System of Higher Education
as an operational unit functioning as a consortium at the System-level, based upon the Strategic Plan
for System-Wide Enterprise Resource Planning (ERP) for the State System of Higher Education;
- Transitioning of the 14 universities, the Office of the Chancellor and the Dixon University Center
to a shared administrative system developed in collaboration with the State System universities over
a period of five to seven years;
- Developing and managing a System-wide executive information management system; and,
- Facilitating and enabling the consolidation of all shared information technology and technical
support services within a single-point of service for all State System entities.
